Family Care Network, Inc. (FCNI) was founded as a California public benefit corporation in August of 1987 by current CEO, Jim Roberts, with the purpose of creating family-based treatment programs as an alternative to group home or institutional care of children and youth. The agency currently serves San Luis Obispo and Santa Barbara counties through multiple programs designed to strengthen and preserve families and individuals impacted by trauma. Programs are delivered in partnership with public and private agencies and the community.

Chief Operations Officer and Director of Clinical Services
Jon Nibbio currently serves as the Chief Operations Officer and Director of Clinical Services for Family Care Network, Inc. (FCNI). In this capacity, he provides leadership in organizational management, administration, and program development. He oversees FCNI’s services to children, youth and families in San Luis Obispo and Santa Barbara Counties through multiple programs designed to strengthen and preserve families and individuals.
Prior to joining FCNI, Jon’s career involved providing leadership, organizational management and clinical services in the field of Mental Health, Child Welfare Services, early childhood education and Juvenile Justice.
He has had the opportunity to serve on numerous committees including: The California Mental Health Planning Council; Policy and Systems Committee; Chair of the Children and Youth Committee from 2001- 2003 and Vice Chair in 2000 and 2009; a committee of advisors to the California Mental Health oversight and Accountability Commission regarding prevention and early intervention; and the Advisory Committee regarding Wraparound services with the National Wraparound initiative.
Jon was also selected as California Probation employee of the year in 1999 and has provided consulting to other organizations and businesses at the community, state, and national levels.
Chief Financial Officer
Bobbie Boyer, CPA is the Chief Financial Officer for Family Care Network, Inc. In this role, she manages and directs all significant aspects of the FCNI’s financial, accounting, treasury, risk management and financial compliance operations. Additionally, as part of the Executive Committee, Bobbie’s role includes team oversight of the administrative functions of the agency; including, human resources, information technology and administrative support. Bobbie joined FCNI in August 2000; coming from an accounting management position at a San Luis Obispo-based marketing company. Bobbie was certified as a professional accountant at Glenn Burdette where she worked in audit and tax for four years.
Bobbie earned her degree from California Polytechnic State University, San Luis Obispo in 1995, with a BS in Business, concentration in Accounting.
Chief Executive Officer
Jim Roberts is the CEO and founder of Family Care Network, Inc. and has worked in the human service arena for over 42 years. Prior to establishing FCNI, Jim worked 15 years in Probation including 10 years as a Camp Administrator, Chief Deputy and Chief Probation Officer. He has not only been the visionary and leader of FCNI, but has served as a key leader in developing a number of programs and initiatives in the San Luis Obispo County, including the Children's Services Network Council, the Regionalized Integrated System of Care, Therapeutic Foster Care, Wraparound Services, Transitional Housing Programs and services, and the Mental Health Services Act program. For over three decades, Jim has been engaged in advocacy and public policy development at the state and federal levels. This has included the development of significant legislation, public policy, statewide program design, rate setting and litigation settlement.
Over the years, Jim has been honored by numerous commendations, awards and resolutions for Leadership, Innovation, Advocacy, Community Services and Nonprofit Excellence from a variety of entities, including the US Congress, California State Legislature, the County of San Luis Obispo Board of Supervisors, California Association of Nonprofits and local business leaders.
Jim has, or is currently serving in leadership roles on numerous boards including, but not limited to the national Family Focused Treatment Association (FFTA), the statewide California Alliance of Child & Family Services, the San Luis Obispo County Children's Services Network Council, a County Drug & Alcohol Advisory Board and Juvenile Justice & Delinquency Prevention Commission, a regional Private Industry Council, the Nonprofit Support Center and on numerous state and local advisory boards/committees, commissions, nonprofit boards and ad-hoc committees.
Jim has provided organizational and program development consultation for over 20 years, has 12 years of experience teaching at the college level and is a devout Christian, having served as a church leader and teacher for over 40 years.
