Across California, child welfare and behavioral health systems are increasingly turning to High Fidelity Wraparound (HFW) as a proven, family-centered intervention that strengthens resilience, reduces out-of-home placements, and promotes lasting stability. At its core, HFW is a structured, team-based planning process designed to engage families with complex needs in their own healing and growth.
Family Care Network (FCNI) has been delivering Wraparound services for over two decades. Unlike traditional service models, Wraparound prioritizes the family’s voice and choice, leveraging natural supports alongside professional services. By focusing on individualized strategies, Wraparound teams build solutions that are both clinically sound and sustainable within the family’s daily life.

The State of California is advancing efforts to ensure alignment with fidelity by requiring providers to adhere to the California High Fidelity Wraparound Model (CA HFW Model), incorporating fidelity monitoring tools and standards that promote consistency, accountability, and measurable outcomes across counties. To become a certified provider, organizations must adopt the CA HFW Model, approved by the California Department of Social Services (CDSS) and grounded in the updated California Wraparound Standards. This certification process reflects the State’s commitment to ensuring that all youth and families have access to consistent, evidence-based Wraparound care delivered with fidelity.
Research consistently demonstrates that HFW reduces reliance on institutional and Short-Term Residential Therapeutic Programs (STRTPs) by stabilizing youth in family-based settings, enhancing caregiver capacity, and strengthening natural community supports. As California invests in standardizing community-based systems of care, Family Care Network remains committed to advancing Wraparound practice with high fidelity, ensuring that families have the opportunity not only to overcome immediate crises, but to achieve long-term safety, stability, and well-being within their communities.
