Foster parents are a vital resource to our community. They open up their hearts and homes to help youth who, for one reason or another, are unable to live with their biological family. They provide safety and stability to youth in need and truly are remarkable individuals. So what happens when there are not enough foster parents? In this piece, Emergency Shelter Program Supervisor, Tasha Farmer, explains what happens to foster youth who do not have a foster parent and the harsh reality they face when there are no homes available.

Revisiting California’s “Continuum of Care Reform” Initiative

Three+ years ago I wrote an article published by The Chronicle for Social Change, entitled “California’s Continuum of Care Reform – Will It Produce as Promised?” Fast forward to today--has CCR produced as promised? Remember that the goal of CCR was to reduce group home placements by shifting foster youth to family-based services. There have been some modest accomplishments, but from my perspective, there is a long way to go to really achieve success!

How well I still remember one of the anthems of my generation “… For the times they are a changin’.” And yes, how applicable these words continue to be; especially in our world of Child, Youth and Family Services. It seems that the past One and half decades has been a blur of major public policy and service delivery paradigm shifts—but, these are changes for the better.
